Plastic bags are already a thing of the past for many.  According to Wikipedia, "Plastic bags are either restricted or completely banned in more than 25 percent of the world".  In the U.S., bans in localities in the following states have imposed bans:  Alaska, California, Connecticut, North Carolina, texas, Washington.
